Corporate fraud has emerged as a persistent challenge to financial transparency and governance in Pakistan, exposing the limitations of traditional auditing and internal control mechanism. In response to increasingly complex and intentional financial misconduct, accounting professional bodies have developed specialized forensic accounting tools, investigative techniques and procedural standards to strengthen fraud detection, regulatory compliance and governance oversight.


In Pakistan, the rapid expansion of corporate activities, increased use of digital transactions and growing integration with global markets have heightened exposure to sophisticated financial frauds. High-profile corporate scandals and banking frauds have revealed serious deficiencies in conventional auditing mechanisms which are primarily designed to provide reasonable assurance on financial statements rather than detect deliberate and concealed fraud.


Traditional statutory audits rely heavily on sampling techniques, management representations and compliance-based verification, making them inadequate for identifying complex schemes involving collusion, falsification of records and diversion of funds. These limitations have necessitated the emergence of forensic accounting as a specialized discipline that integrates accounting, auditing, investigative techniques and legal knowledge to examine financial information suitable for judicial and regulatory scrutiny.


In the Pakistan context, the relevance of forensic accounting has increased significantly due to regulatory interventions and heightened enforcement actions. Regulatory authorities and enforcement agencies such as SECP, SBP, FBR, NAB, FIA and NFA have increasingly mandated forensic accounting analysis to investigate suspected frauds in listed companies, banks and large corporate entities.

Statutory Background and Legal Status

The Association of Financial Forensic Experts (The AFFE) was established/set up in 2026 at Islamabad, a license obtained from Securities & Exchange Commission of Pakistan (SECP), Federal Government of Pakistan, under Section 42 of the Companies Act, 2017. In granting the license the Federal Government of Pakistan had taken due care and caution in scrutinizing the academic and professional worthiness and integrity of the Executive Council of the Association besides realizing the intense need for such an Institution in Pakistan. After satisfaction as to the reputation and standing of the Executive Council of the Association, the Federal Government of Pakistan has been pleased to register the Institute and grant permission to function.

The Association of Financial Forensic Experts (The AFFE) is governed by its own Constitution and the relevant Provisions of the Companies Act, 2017 as applicable to such Professional Institutes/Bodies registered under 42 of the Companies Act, 2017.

The AFFE is a world leader of the Forensic Accounting, Forensic Auditing, Forensic Investigation, Fraud Examination and Corporate Governance Profession, Supporting Financial Forensic Experts (FFEs). The AFFE was the First Professional Institute/Body for Financial Forensic Experts (FFEs) in Pakistan, The AFFE is many things: an educator, an examiner, and a regulator and thought leader, develops and promotes the vital role that Financial Forensic Experts (FFEs) play throughout the global economy.

The main objectives, roles and functions of The AFFE are as follows:-

–>  To establish an Institute for advancement and raising standards of professional education in the fields of Forensic Accounting, Forensic Auditing, Forensic Accounting & Auditing Investigation, Fraud Examination and its allied disciplines and cognate subjects as applied to all or any of the professional services provided by accountants in general and to provide a platform for members and to facilitate dissemination of information, making available the course materials and holding of examinations and to protect and preserve their professional independence and to exercise professional supervision over them..

–>  The Association of Financial Forensic Experts (The AFFE) has designed a sophisticated and comprehensive system of education and examinations and has laid down specific conditions with regard to attainment of the prescribed and approved experience of Forensic Accounting, Forensic Auditing, Fraud Examination, Forensic Investigation, Corporate Governance and its allied disciplines work experience acceptable to the Executive Council of the Institute.

–>  Strict disciplinary rules for exercising control over the conduct of members on admission and for the students on registration have been laid down to ensure that all those who constitute part of this organization abide by the professional ethics and do not commit breach of discipline. This is very vibrant for every Professional Institute and its members and students alike.

The Executive Council/Board of Directors of The Association of Financial Forensic Experts (The AFFE) consists of eminent educationists, Lawyers, Barrister at laws, Professional Bankers, Professional Accountants, Management Consultants, Corporate Practitioners, Tax Advisors and Forensic Accounting Experts of high calibre and persons of tangible repute.

The Executive Council/Board of Directors of The Association of Financial Forensic Experts (The AFFE) is vested with the absolute executive power to manage and control the affairs of the Association through the President, Vice President and Secretary. The Executive Council/Board of Directors of The Association of Financial Forensic Experts (The AFFE) has also delegated some powers to special high powered committees to perform Executive Council’s/Board of Directors routine functions on their behalf. However, reference to Executive Council/Board of Directors is essential on major policy matters.

The AFFE Examination Board

The Examination Board of The Association of Financial Forensic Experts (The AFFE) is the dedicated professional body responsible for managing the Financial Forensic Experts (FFE) Program. It handles the development of study materials, registration, center allocation, and the administration of Foundation, Executive and Professional examinations. The Examination Board of a professional body is an independent committee responsible for designing, administering, and overseeing the assessments that grant professional certifications or licenses. Their core mandate is to uphold the integrity, validity, and fairness of the credentialing process.

 

The key roles and responsibilities are typically broken down into four main areas:

The AFFE Board of Studies (BoS)

The Board of Studies (BoS) is the premier education and training arm of The Association of Financial Forensic Experts (The AFFE). It provides foundational study materials, free live virtual coaching, and comprehensive exam preparation resources for Foundation, Executive, and Final FFE students.

 

Core Responsibilities

  1. Study Materials. Develops and updates the official syllabus and subject-specific capsules for FFE courses.
  2. Virtual Coaching. Organizes Live Virtual Revisionary Classes (LVRC) and free live online coaching for exams.
  3. Assessments. Publishes Mock Test Papers (MTPs) and Revision Test Papers (RTPs) to help students prepare.
  4. Skill Development. Conducts mandatory regulatory training including Orientation, IT Training, and Management & Communication Skills (MCS) courses.

Develops and updates the official syllabus and subject-specific capsules for FFE courses.

The AFFE Special Committees

The Executive Council/Board of Directors of the Association has constituted the following Special Committees for the exercise of powers which the Executive Council/Board of Directors is empowered to exercise under the constitution:-
